IMPERIAL COUNTY — October 27, 2026. The County of Imperial is expanding conversations with California officials about how to attract and retain employers, including companies considering manufacturing or expansion in the region. In an October 8 statement, the county said its leadership met with Rebecca Eusey, a Southern Region business development manager for the Governor’s Office of Business and Economic Development (GO-Biz).
Which financial tools were discussed?
The county identified several existing California business incentives: the California Competes Tax Credit, state research-and-development tax credits, possible property-tax benefits, certain sales-and-use-tax exclusions and financing or loan-guarantee programs. Availability is governed by individual state statutes, agency decisions, application cycles and qualification criteria.
These programs are not interchangeable. A tax credit may offset eligible tax liability; a loan guarantee is not a cash grant; a sales-tax exclusion may apply only to qualifying equipment and an approved transaction. Business owners should calculate eligibility using the program administrator’s current rules, not assume a local meeting grants universal exemption.
Why does this matter around the Salton Sea?
Imperial County is discussing new industrial activity, lithium extraction, energy projects, agriculture-related manufacturing and other jobs. These sectors have very different environmental permits, utility demands and workforce needs. The county says the GO-Biz conversation involved executive personnel, the county’s economic-development staff and the local Workforce Development Board.
The announcement indicates institutional coordination, not that a named business has received a grant, opened a facility or hired a specified number of workers. Independent reporting should verify actual awards, company investments and jobs before claiming regional economic benefits.
Questions local entrepreneurs should ask
Which GO-Biz program is open for application? Does a business have to make a qualified capital investment or meet job-creation milestones? Are rural, small or minority-owned businesses eligible for technical assistance? How are tax, loan and insurance obligations handled? What happens if an award recipient does not achieve the stated goals?
Businesses can consult the California GO-Biz website and Imperial County’s Community and Economic Development Department to identify the administering agency and current conditions.
