IMPERIAL, Imperial County — October 27, 2026. Businesses deciding where to expand in Imperial Valley can consult the City of Imperial’s own economic development profile, but its published numbers need context. The municipality highlights a Downtown Imperial Redevelopment Plan, a broader strategic plan and an SR-86 Vision Blueprint as initiatives intended to guide future investment.
What does the city’s profile say?
The city labels its market-demographic figures as 2025 data and lists approximately 22,089 residents, $91,330 median household income, and $392,983 median home price. These are figures presented on a municipal promotional page, not independently recalculated by California58 using a newer Census estimate. Median home values and market conditions can change quickly, so buyers should not mistake them for October 2026 appraisal data.
The city also advertises more than $60 million of retail market opportunity. Such a claim generally reflects modeled spending and business potential, not a verified revenue total available to an individual store or cash pledged by an investor.
Three plans, three different questions
The downtown redevelopment concept focuses on the core commercial district and design. The city strategic plan addresses wider economic objectives. The SR-86 blueprint examines development and connections along the key north–south corridor through Imperial Valley. These are planning frameworks and marketing tools, not blanket development entitlements for every parcel.
What businesses need before deciding
Before opening a location, request current land-use maps, water and wastewater capacity, development impact fees, traffic information, business license requirements and any adopted zoning amendments. For construction or a major change of use, the City of Imperial—not the Imperial County government—may be the permitting authority within the incorporated city’s limits.
Nearby Salton Sea lithium and data-center discussions are countywide economic issues but should not be conflated with a project approved within Imperial city limits. Our GO-Biz incentive guide explains separate state financing categories.
